El Salvador adopted bitcoin as legal tender under the Bitcoin Law, making it the first country to do so. The IMF immediately flagged financial stability and consumer protection risks, foreshadowing the eventual conditionality embedded in the 2025 programme that required rolling back mandatory bitcoin usage.
