NIST finalized its first post-quantum cryptographic standards in 2024, giving Bitcoin developers a reference framework. However, Bitcoin's UTXO model and address reuse patterns mean that migrating exposed public keys requires coordination at a scale NIST standards alone cannot resolve, leaving the protocol-layer problem structurally unsolved.
The SegWit activation battle demonstrated that even broadly supported Bitcoin protocol changes can take years to achieve miner consensus and trigger chain splits when economic interests diverge. Cryptographic migration is orders of magnitude more disruptive than SegWit, making the governance precedent directly relevant to any quantum-resistance BIP timeline.
